BAKER COUNTY BOARD OF COMMISSIONERS

The Baker County Board of Commissioners met for the January 16, 2024, Special Commission Session. Present were Commissioner Shane M. Alderson, Commissioner Christina Witham and Commissioner Bruce A. Nichols.

Commissioner Alderson called the meeting to order.

3.      Scheduled Business

a.       Executive Session per ORS 192.660(2)(a): To consider the employment of a public officer, employee, staff member or individual agent. Note: The Commissioners will return to Regular Session immediately following Executive Session to make a decision as needed.

The Commissioners came out of Executive Session with no decisions made.

b.      Steele Architect Discussion:

Mr. Bryan Tweit, Baker County Economic Development Director, introduced Mr. Charlie Smith and Mr. Scott Steele with Steele Architects, who have worked together for about 25 years. Mr. Tweit provided a brief overview of their recent meetings regarding the undeveloped property Baker County recently purchased from the Wards.

Mr. Steele discussed analyzing the property.

Mr. Smith reviewed their notes and diagrams, beginning with the location and where people will travel to visit the facilities. They predict that 50% will travel from the north and 50% from the south. He continued to discuss entrances, parking, and foot traffic and stated that the site layout would be linear. Mr. Smith reviewed many other components, including property limits and ownership, topography and drainage, site expansion, easements, restrictions, environmental conditions, etc.

Mr. Steele discussed the site's solar orientation and wind direction. He explained that they consider these factors because the buildings will create microclimates.

Mr. Smith completed the presentation by discussing the site concepts A and B and the facilities programming descriptions and diagrams.
