BAKER COUNTY BOARD OF COMMISSIONERS


The Baker County Board of Commissioners met for the October 4, 2023, Commission Session. Present were Commissioner Shane M. Alderson, Commissioner Christina Witham, and Commissioner Bruce A. Nichols.


 


1.      Call to Order/Invocation/Pledge of Allegiance


Commissioner Alderson called the meeting to order and led the invocation and the pledge of allegiance.

4.       Review/Approval of Minutes


a.       August 16, 2023, Commission Session Minutes.


Commissioner Nichols moved to approve the August 16, 2023, Commission Session Minutes as written. Commissioner Witham seconded the motion. Motion carried.


b.      September 6, 2023, Commission Session Minutes


Commissioner Nichols moved to approve the September 6, 2023, Commission Session Minutes as written. Commissioner Witham seconded the motion. Motion carried.


 


5.       Scheduled Business


a.       Department Update: Fair ~ Angela Robb, Admin. Office Manger & Ashleigh Kautz, Admin. Program Assistant: Ms. Kautz reported that the Baker County Fair was successful for 2023 with increased community networking and involvement. They raised almost $7,000.00 in sponsorship dollars, which went towards improving the Kids' Zone. They also had more vendors and entertainment than in previous years, including two new bands. The total cost, excluding sponsorships, was $10,761.00. She is hopeful to roll over what they have saved this year for next year's Fair. She noted that they have been working hard to bring the rodeo back to the Fair and that it is a possibility for 2024. They plan to improve the Fair by continuing to grow and expand.


 


b.      Contract Review Board


1.       Jail: Jail Locks Bid Approval: Sheriff Travis Ash was present to request approval of the Jail locks bid from Corrections Technology Group for $140,447.00. Bids were requested with only Corrections Technology Group and Siemens Industry, Inc responding. Funds were allocated from the Local Assistance and Tribal Consistency Fund to cover the cost of the locks.


Commissioner Witham moved to approve the Jail locks replacement for the amount of $140,447.00 with Corrections Technology Group. Commissioner Nichols seconded the motion. Motion carried.


 


 


2.       ODHS Intergovernmental Agreement for the Financing of Community Developmental Disabilities Program Services Agreement No. 180266: Commissioner Nichols explained that this is a new two-year agreement for funds from ODHS for New Directions Northwest.


Commissioner Nichols moved to approve the State of Oregon Intergovernmental Grant Agreement for the Financing of Community Development Disabilities Program Services Agreement No. 180266 eXPRS Contract No. 157815. Commissioner Witham seconded the motion. Motion carried.


 


 


 


6.       Documents to be Signed


a.       EM/Fire Division: National Fire Prevention Week Proclamation: Mr. Gary Timm, Fire Division Manager, was present to request approval of the National Fire Prevention Week Proclamation. Since the great Chicago fires of 1871, the National Fire Protection Association has done the National Fire Prevention Week. This year’s theme is “Cooking safety starts with you, pay attention to fire prevention.”. Unattended cooking is the leading cause of kitchen fires, accounting for 31%.


Commissioner Witham moved to approve accepting the Baker County Proclamation National Fire Prevention Week October 8th through 14th. Commissioner Nichols seconded the motion. Motion carried.


 


 


7.       Ratification of Documents


Financial Reports: C47, C48, C50, C51, C52, C54, C55, C56, V17, C04, C05, C53, M14, V20, Treasurer’s July Financial Report, Treasurer’s August Financial Report, July Revenue/Expenditure Report, and August’s Revenue/Expenditure Report.


Commissioner Witham abstained from C55 and disclosed her interest.


Commissioner Nichols moved to approve the aforementioned financial reports. Commissioner Witham seconded the motion. Motion carried.


 


8.       Other Business:


a.          Commissioner Update:


·         Commissioner Witham reported attending a Wildfire Mapping meeting, a Blues Intergovernmental Council meeting, a Weed meeting, an NRAC meeting, and a Northern Blues Forest Collaborative meeting. She also attended the AOC District 1 meeting, where she was nominated Vice Chair.


 


·         Commissioner Nichols reported attending the OTEC Power Eastern Oregon Summitt, the Legislative Committee Meeting and Retreat, the Oregon Infrastructure Summit, Senator Owens and Findley Town Hall, and the AOC District 1 meeting.


 


·         Commissioner Alderson reported the birth of his daughter on September 21st. He also reported attending the Council on Foreign Relations Update on US Latin American Relations while he was away awaiting his daughter's arrival.

Commissioner Nichols moved to adjourn the meeting. Commissioner Witham seconded the motion. Motion carried.


 


The October 4, 2023, Commission Session adjourned at 10:35 A.M.
