BAKER COUNTY BOARD OF COMMISSIONERS

The Baker County Board of Commissioners met for the March 23, 2023 Special Commission Session. Present were Commissioner Shane M. Alderson, Commissioner Christina Witham and Commissioner Bruce A. Nichols. 

1.      Call to Order/Invocation/Pledge of Allegiance

Commissioner Alderson called the meeting to order and led the invocation and the pledge of allegiance.

a.       Contract Review Board

1.       TLT: Billboard Contract Approval: Meadow Outdoor Advertising has a billboard on Highway 7 that has become available, which can be a rare occurrence. Jessica Hobson, TLT Marketing Director, has reached out to Lamar, another billboard company, and they do not have any available. TLT is requesting approval for a 12-month billboard contract with Meadow Outdoor for $8,867.00.

Commissioner Witham moved to approve the 12-month Billboard Contract with Meadow Outdoor Advertising for $8,867.00. Commissioner Nichols seconded the motion. Motion carried.

2.       Road: Holbrook Bridge Project: Preliminary Engineering Cost Approval: The Oregon Department of Transportation (ODOT) Delivered Federal Project on Behalf of Baker County Agreement No. 7300-00015058 for Holbrook Creek Spur Road #962 bridge, was executed on March 1, 2023. To begin the preliminary engineering (PE) phase, ODOT is requesting a deposit for the 10.27% cost of this phase. The total Project cost is estimated at $2,185,693.00. Federal funds for this project shall be limited to $1,961,222.33, and Baker County Road Department will deliver the remaining 10.27% ($224,470.67) match. This match includes PE of $380,693.00 (STIP 2021-2024) and Construction of $1,805,000.00 (STIP 2024-2027). The project is for final plans; however, construction funds may be obligated as soon as plans are ready and ODOT has requested to advance specific phases from projects to begin work. Funds were allocated under other capital projects in the 2022-2023 fiscal year budget. The Road Department is requesting approval of the preliminary engineering phase match deposit of $39,097.17.

Commissioner Nichols moved to approve the preliminary engineering cost estimate of $39,097.17 for the Holbrook Bridge Project-Holbrook Creek Spur Road #962 bridge. Commissioner Witham seconded the motion. Motion carried.
