BAKER COUNTY BOARD OF COMMISSIONERS


The Baker County Board of Commissioners met for the February 10, 2023, Special Commission Session. Present were Commissioner Shane M. Alderson, Commissioner Christina Witham, and Commissioner Bruce A. Nichols.


 


1.      Call to Order/Invocation/Pledge of Allegiance


Commissioner Alderson called the meeting to order and led the invocation and the pledge of allegiance.

a.    Contract Review Board


1.      Parks: Cultural Survey Contract Approval: Ms. Doni Bruland, Parks Coordinator, was present to discuss the Cultural Survey Contract. The Oregon State Marine Board (OSMB) and the Tribes required a cultural survey before the installation of the vault toilet at Hewitt Park that the previous Board of Commissioners approved. The Tribes would only accept bids from two entities, and bid requests were sent to both. Inland Northwest Cultural Resources Consulting was the only entity that responded. The final cost of the survey was higher than initially anticipated. She is requesting the approval of the Cultural Survey Contract for $5,155.80, which will be paid through the OSMB Grant as a part of the vault toilet project.


Commissioner Nichols moved to approve the final cost of the Cultural Survey Contract with Northwest Cultural Resources Consulting for $5,155.80. Commissioner Witham seconded the motion. Motion carried.


 


2.      Ward Property: Parc Feasibility Study: The previous Board of Commissioners approved a feasibility study of the Ward Property. The Economic Development Council, Baker County Economic Director Bryan Tweit, sent bid requests to four entities, and only PARC Resources responded. PARC Resources' bid was for $14,552.00. Work completed on the study has stayed within $5,000.00, but it is expected to exceed that amount.


Commissioner Nichols moved to approve the bid from PARC Resources for a project cost of up to $14,552.00. Commissioner Witham seconded the motion. Motion carried.


 


b.   DA: Reclassification of Victim Assistant Position: At the January 4, 2023 Commission Session District Attorney Greg Baxter requested reclassification of the Victim Assistant Specialist position. He requested that it move from a range 7 to a range 9. The Board of Commissioner were in favor of the reclassification today they need to approve the updated job description which would place the position at a range 9.


Commissioner Witham moved to approve the Reclassification of the Victims Assistant Specialist Position from range 7 to range 9. Commissioner Nichols seconded the motion. Motion carried.


 


c.    Parks: Waterline Engineering Discussion: The Commissioners discussed the Richland waterline project and sole sourcing Anderson Perry. Due to the delay in receiving the last round of expected funds from the Local Assistance and Tribal Consistency Fund, the Commissioners agreed to delay the project and sole source discussion until the funds are received.


Commissioner Alderson suggested having the current engineering report from Anderson Perry updated. He would like an updated cost estimate on engineering services and the project with greater specificity that is more reliable.


County Counsel Kim Mosier was present via phone to add to the discussion. She explained that if the cost estimate is under $5000.00, approval would not be needed. If it is over $5000.00 and the Commissioners would like to sole source, a new order would need to be created as the initial order they have from June 2021 only covers the initial project Technical Memo which has been completed. With a new sole source order, they will need to note findings as to why this project is exempted from the competitive bid process.


After further discussion, the Commissioners directed Ms. Bruland to contact Anderson Perry and two other engineering firms for bids and to look for other funding sources.

a.       Commissioner Update:


·         Commissioner Alderson reported talking to Mayor Aspy of Halfway regarding the needs of her community after the recent tragedy they experienced. Mayor Aspy expressed that they needed equipment to do zoom, which is needed for victims Counseling with New Directions Northwest and Mayors Council Meetings. Commissioner Alderson asked the technology department, who went out and set up surplus equipment to meet the needs of their request.


·         Commissioner Witham met with engineers from the Forrest Service regarding their mapping system. She received access to the system and training on how to navigate it. She will continue to have training on the system quarterly.

Commissioner Nichols moved to adjourn the meeting. Commissioner Witham seconded the motion. Motion carried.
