Baker County, OR:  On May 25th, 2017 at 5:00PM Baker County Planning Commission will hold a public hearing to consider two applications, County Cases CU-17-003 and CU-17-004.

 

Case CU-17-003 is a proposal by the applicants, Brian Cook and Associates, Inc. on behalf of property owner, Helen Troy, for the extension of an existing wireless communication tower. The extension will accommodate a new 3 foot microwave antenna, additional Out Door Units (ODU) behind the antenna, new cable runs, and a 36 foot extension to the existing 119’ monopole tower. The site is located on Tax Lot 200 in Township 11 South, Range 42 East, W.M., Baker County, OR (Ref. 6786). The subject property is located within the Exclusive Farm Use (EFU) Zone, northeast of Durkee, Oregon. Conditional Use request CU-17-003 will be reviewed under the criteria listed in Baker County Zoning Ordinance #2014-01 Sections: 205, 210.05(B), 360.02 -03, 410.04(E)(3), 410.06(C) and 740.04.08, as well as Oregon Administrative Rule (OAR) 660-023-0115, and the Baker County Comprehensive Land Use Plan.

 

Case CU-17-004 is a request for a commercial solar facility. The applicant is Enerparc, and the property owners are Kenneth & Claudia Brush. The proposed solar facility (herein referred to as “system” or “project”) is an alternating current (AC), photovoltaic (PV) ground–mounted solar system, planned to be installed on a maximum of ±25 acres, roughly 1.5 miles north of Unity, Oregon. The facility is projected to produce ±2.75 megawatts (MW) and sell the electricity to Idaho Power Company (IPC) for a period of 20 years or longer. The applicant projects the facility would have a 20-30 year productive ‘lifespan.’ The proposed project is located in the Exclusive Farm Use (EFU) Zone on Tax Lot 303 in Township 13 South, Range 37 East, W.M., Baker County, OR (Ref.18005). Conditional Use request, CU-17-004 will be evaluated under criteria listed in BCZO  #2014-01 Sections 210.05(B), 210.07(B), 210.07(G), 340, 345.02-03, 360.02-03, and 410, 620, 640 as well as Oregon Administrative Rule (OAR) 660-033-0130(5) and (38), and Oregon Revised Statutes (ORS) 215.274-276, 215.283 and 215.296.

 

A copy of the applications, all documents and evidence submitted by or on behalf of the applicants, and the applicable criteria are available for inspection. The staff report the Planning Commission will use in its decision making process for this request will be available at the Baker City-County Planning Department by May 18th, 2017.
